Why do so many taxi drivers just drive by even when vacant?

  I often take the taxi in the morning.Over the last 2 years at East Coast area, and now at Simei/Tampines, I've noticed it is quite common for 2-5 taxis every week between 9-10am which are empty (green vacant light) to just drive by and ignore me and other people waiting. I don't think it is racial, as they ignore everyone- Chinese/Malay/Indian.

   

  My friends have also noticed this too.

   

  Any reason why?

  Were you flagging them from a bus-stop or bus-lane area?  Which lane were the taxis travelling at (left-most. middle or outer-most)?
