In everything, we have to take into consideration the cost of living, if in the 90s you are taking 1.5k, and now you are also taking 1.5k, then you are consider the lowest income group, because the cost of living, inflation and forever goods of price increases will put you in a very very difficult condition.
The agents of foreigner start in the 90s, company engaged all these agents to get bangadeshi, india and china people in, every one of these peoples coming in need to pay an agent fees of 3 to 4 k, so if you can get 100 indians in, base on 4k per person, you get 400000, and if 300, you are a millionaires,
Then when these workers work Overtime, you get a certain percentage of the fees, these had let to many Local Indians and Chinese driving mercs and jaguar all of a sudden.
They go around companies, make friends with HR, bosses, undertable here and there, even MOM officers also get undertabled.
Result, full of foreign workers, those who get jobs, need to pay the agents money first, those who came but no job, also need to pay agent money..when economy good, ok, all got job, when down, all wandering around jurong, woodland +++
Behind the scene, lots of MOM officer was terminated and some even have to run, when the Govt start to intervene, the policy changed to allocate quotas to company instead of agents, agents siao liao lor. So companies HR went out to mynamar, indian, china to get people, they just apply thru MOM and mom approve and increase their quotas, this alone make the wages down and down, but good for the company, most HR are promoted to director, or given good bonuses and superior title.
So, now they arrived to the present time, MOM after the watershed election, put up a young chap from army to be in charge, now you see they slowly squeeze the quotas, and companies are feeling the pressure, with NWC recommedation of high percentage increase, this years, most singaporeans get good increment, some as high as 15% to readjust the market which had been damaged by FW policies
