The facility will be fully funded by the private sector, but the successful bidder will pay the government market price for the land. The Grade 2 facility, which will have tenure of 30 years, could host any race except F1.
To ensure the track remains commercially viable, the successful bidder must stage at least three international races, such as the A1 Grand Prix, Japan GP and motor cycling’s MotoGP, every year. Other site facilities will include a racing and driver training school, and a pit building and grandstand.
The track's length is likely to be 2.8km to 3.5km, and its unique seafront location makes it an iconic site for drivers and spectators. It also allows a 1km straight, longer than the average of 700m in other permanent circuits.

The estimated 20-ha plot is situated off Changi Coast Road, to the west of the Singapore Air show site.
Type of circuit:
Grade 2 FIA-approved motor sports racetrack capable of hosting any motor race for both motorcycles and cars, other than Formula One. Also includes a Grade 1
FIA-CIK-approved karting track.Track length:
Likely to be between 2.8 km to 3.5 km or more, depending on the individual designs put forth by the bidders.
Capacity:
The racetrack should be able to accommodate at least 15,000, and be easily expandable through temporary facilities to accommodate more seated spectators when required.
Events:
(a) At least 3 international races per year, 2 of which must be Grade 2 level race, &
(b) At least 2 national series a year;
(c) Other motor sport events, exhibitions, product launches, automobile & parts testing;Mandatory facilities:
Inclusive of a Grade 1 FIA-approved karting circuit, a credible motor racing and advance driving training school, and all other critical racetrack amenities
Commercial facilities:
Willing to consider any commercial facilities that are relevant to motor sport and viable for bankrolling the racetrack operations, subject to approval by the land authorities

The principals and associates of Wilson Motorsport bring to each project a wealth of international racing experience and unique perspectives on race track design and construction, event development, facility management, operations, safety and marketing.
ALAN WILSON has worked on all sides of auto racing. He was a national level competitor in car and motorcycle racing, a racing columnist for a national daily newspaper and a team owner prior to his entry into motor sport operations, management and design. He holds bachelor and post-graduate degrees in business administration and commerce.Experienced in both European and North American spheres of racing, he is one of very few managers to have operated major international events for World Championship Formula One and Endurance Sports Cars and for Indy Cars, IMSA GTP, SCCA Trans-Am and for International Motorcycle races. He was on the Board of Directors of England's largest track operating company and has operated major events both as facility and event CEO, has been the Race Director of international and national racing series' and was the Chief Steward for a major North American single seater championship. He is a Safety Consultant and Track Safety Inspector for the Sports Car Club of America.
Alan Wilson is an Internationally recognized race facility designer and development consultant, who has designed and built 19 race tracks and consulted or designed several others that are still in various stages of development.
With extensive experience gained at more than 175 race tracks in 16 countries over a period of 36 years, Alan Wilson brings a unique perspective to the business of motor sport at all levels of the industry. His innovative and cost effective designs, safety development programs and management skills along with his creativity and experience in developing events, race series, corporate programs and promotional opportunities have contributed to the success of many racing programs world wide.
- Awarded the 1982 FOCA Award for the best organized Formula One Grand Prix of 1982. (Brands Hatch Race Circuit in England).
- Awarded the 1998 George G Sniveley MD Memorial Award by the SCCA for Outstanding Contribution to Safety in Motorsports.
