if the 2nd choice school still has vacancies then they're in. if not, then thrown to 3rd choice school etc.
so likely people get into top/popular schools based on their results, and those who fail usually kena will get into the less popular schools alrd since by right all popular schools shld be filled by the overwhelming no of ppl who chose it as 1st choice.
But the PSLE bookelt say sth like.. Student A frm non-affiliation sch put school X as 5th 6th choice, will still have a higher chance of getting in even if student B, with lower PSLE score and frm affiliation sch put school X as 1st choice
