How does moderation work?

For GCE O level, what would the range for A1 ,A2,B3,B4? Somehow, it's so much easier to score a B3 than other? Can anyone guide me how much would I need to score to obtain at least A2 for E. Maths , Comb Sci (Phy + Chem) , Comb Hum (Hist + SS)? thx!

one way is having a bunch of parents to whine in the Press dat Math Paper is hard for their sons/dotters n pray the moderation work.

As you can see, in order to achieve A1 without moderation, it'll require 75% marks. If for a particular year, the many students did very well for the paper, then quite a lot of students scoring A1 and this could be due to many reasons. One of it could be the paper is too easy, so moderation is a way to filter and accurately grade the better students with the weaker ones.
This is what the happened after moderation. A crude but realistic example: In order to obtain A1, you need to score at 84% of the marks.
As you can see from the graph because the A1 bench is push up, there will be lesser students scoring A1. This will preserve the integrity and the quality of students from that particular batch.
Similarly.. If the paper is too hard and very few people scored A1, the authorities may lower the boundaries so that a reasonable amount of student still can get A1.

SEAB will try to fit your grades into normal distribution curve.
If a lot of people do very well, the curve will be heavily skewed to the right with mean > 80% and low standard deviation, then the expected A1 grade will be more than 90%.
For example,
Assuming the paper is very easy.
Mean of the score is 85%, Standard deviation = 2
Assuming that SEAB allocates 10% of cohort to get A1, The A1 cut-off point will be 87.5%.
Assuming SEAB allocates another 5% of cohort to get A2, The A2 grade will be 87%Assuming SEAB allocates the next 15% of cohort to get B3, the grade will be 86%Assuming SEAB allocates the next 10% of cohort to get B4, the grade will be 85.5%Assuming SEAB allocates the next 20% of cohort to get C, the grade will be 84.5%Assuming SEAB allocates the next 40 % of cohort to get grade D and below, the grade will be <84.5%.
So fail grade is < 84.5%
From the above illustration, only 5% difference will cause you to fail.
So, you must do very well when the paper is very easy. Careless mistake will cause you a B grade.
The normal distribution curve above is very 'normal', i.e. that graph is constructed under the assumption that the paper is relatively hard that mean is 50% -

As for local markers for MT and SS, they tend to mark the script less strict(I am not sure if this is right to say).
