  In Win 2000 and above, go to Start > Run and type in cmd
  
  For other versions (except 3.1), Start > Run, command.com

  CMD is not available in Windows 2000 and below... that's the difference.

  oh so if win2k and above its command prompt anything below that is MS-DOS, correct?
