rate around 18/h will be the best as i need 3 hour of math tution.2 times a week,1.5hour per time.
science i think can 2 hour per week.

Passion is one thing, and that's why a few of us are helping out for free at Homework Forum. It's no use if you try to use it to bargain. Why?
For home tuition, you are making the teacher inconvienent to have to travel to your place, etc etc. In addition, if you want to get a good tutor at such a price, there will be many many other students who want as well. A tutor has only so much time on his/her hands. Bear in mind that travel time (even if it is 15 mins) has to be included as well.
You can't survive in Singapore or anywhere in this world just by passion alone. Probably you can get students who just finished O levels to teach you at that price... Or probably recently retrenched people who desperately need some cash

For a good tutor, there's limited supply of tutoring time, but unlimited wants of tutoring time. It's indeed reality.
But well, if you get a bad tutor, and teach the wrong things, you will need more effort to unlearn, then relearn. Makes you worse off = pay money to get worse.

everyday my parents at home
