ROE ( return on equities ) and Divident of a company ? How come they are so much different in the financial reports ?

Whatever a firm makes for the year is not necessary declared as dividends during the AGM.

Actually I have way more questions but I think the answers in google are not always correct due to pratice difference in different countries .
