i don understand why must we x to the mass of wolf instead of the total mass?

because you don't the formula of the actual ore so you only know that the mass of wolf is 10% of the ore...
you know that the proportion of tungsten is
out of 359g (Mr of wolf) - 184g belongs to tungsten.
NOT out of total mass of ore - 184g belongs to tungsten
so 184/359 x (mass of wolf)
= 184/359 x (10% x mass of ore)
mass of ore = 10 tonnes

if you know the Mr of the ore,
then you can use Ar of tungsten / Mr of ore x 10 tonnes.. but since you don't know so must indirectly find

we donno the ore, we only noe the tungsten and wolf
the tungsten inside the wolf, so we take tungsten/ mr of wolf x the mass of wolf since we noe the mass of it.
