So the obvious answer would be the one that was soaked in water. But what comes next? The toasted one? The untouched one? Some challenge that if a toasted piece of bread was put into the plastic bag when hot, it will decompose faster than the one that is untouched. However when cold, it is so dehydrated it will keep longer. So parents are complaining about the ambiguity of the questions, and that their children were stumped. The forum pages in the Straits Times for the past few days have been filled with similar complaints, and most of it complained about questions that “have never been seen or taught.”

No, the intention of the question is to tell you that the toasted bread lacks the moisture content and is the least "wet" of them all.
Intelligent students IMO will know that toasted means less moisture content, only smart alec parents will think otherwise...
