  If he's the shy type, then I suppose the reason why he hasn't made explicitly known that he likes you is coz you have not given him positive encouragement, right?

  Yes. But I don't think that will happen for quite a while because as I have mentioned earlier, that guy is rather shy

  that has happened a few times as well, in which occasion when they were out together without any frens around them, they happened to run into the guy's older sister. And I guess he got teased by her endlessly after he went back.

  Take the initative but don't make it too obvious that you had to take the initiative ... you might scare him away.
  
  Spend more time with him then indicate your interest in him by complimenting him, his looks etc ...
  
  Body language can help. Sit closer to him, look at him in his eyes when speaking to him, smile at him more often etc.
  
  But of course don't come on too strong yet lah ...

  Eh, can't be so coincidental that everytime you two go out, you will bump into some relative or friend. After a while, if the relationship is to develop further, definitely you will need to go out on single dates ...
  
  After a few single dates, then casually bring up the topic of you two being together but again, don't come on too strong, maybe he wants things to develop slowly etc.
  
  Whatever it is, someone has to take the initiative soon ... be it one week from now or one year.
