I know that civil servants in Singapore cannot take up part-time jobs, but what if these jobs are without pay? My friend is starting up a company and wants me to take up a non-managing director role. I am prepared to do it without pay, to help him out.
Is there anyone here with access to the rules and regulations of civil servants who can help me out? I ask because I *may* be returning to the civil service after many years away from Singapore.

They don't allow because any job may expose them to conflicts of interest. The reward may not come in terms of direct renumeration.

As long as there is no direct conflict of interest, it's okay. That's in the case for Education. Teacher can go teach part time, but, not their own students.

You will need special permission from your HR and your Approving Officer. But since the mx pay scale and civil service salary in Singapore is quite good, why not take it easy rather than help your friend?

It's usually stated in the contract clause. Ask your friend to find this clause
Better to be safe than sorry. My friend was in the civil service too and wanted to be a part-time insurances agent. His warrant office advise him not to as it is not allow.
And if your friend pays you,the authorities like ACRA will know as there is lesser profit after paying you(*therefore lesser tax to govt and etc)
In anyway, do anything but dun get caught. Mayb you can help your fren awhile while not full-time
