I've got a fren who's a diploma holder (fresh grad) and she's earning 1.8K per mth and the employers are willing to increase that to 2K if she signs on a long term contract.

$1200 is a distinct possibility.
That's RMB6,000 after conversion, new grads in China only get RMB2,000.
After they deduct of $150 for a room shared with 3 ppl, food of $300 for a month, $60 transport cost. They still take back to China RMB3,450, which is almost twice the starting pay of a graduate in China.
I would definitely do that if I am a fresh grad from PRC trying to start out in Singapore. After I get my employment pass I can look for another better paying job if it comes along.
I heard cases whereby you can get a foreign Masters grad working for you for less than $2k.
If I was an employer, I would also want to employ her and ignore the Singaporean fresh grad asking for $1.8k.
