Actually, If we turn the story around, you will find that employers are not really that protected..
Let's say got one guy sign a 1 year contract, and get a 3k sign on bonus if he stays for one year. but after 2 months, the guy quit in 24 hours, never give one month notice. There is no way in hell that MOM will help the company get the 3k back from the employee.
The companies will have to do that themselves, using the terms of contract to file a suit.
