I used to work in this Japanese MNC in the HR department.
When last year, times are bad with the recession at the highest, wah lau everyone shun me like the plague, don't even dare to go close, somehow they know retrenchment coming.
So is it possible or not for HR personnel to be close to employees from other departments? because they handle so many sensative data, like pay, disciplinary cases, retrenchments, etc.
why not HR are also humans

do you do reference check on candidates past work history. do you also check on their academic qualifications and verify?
if a selected candidate lie about his job history period, embellishing his resume by saying, he worked for a few years when infact he only worked there for less than 1 year? what do you do next?

Depends on what kind of position. If low level position then no reference check.
Academic qualifications no but they must produce their certs and transcripts.
I say if the person can get caught for the last point then he is stupid in the first place. because every company will usually give a cert letter when the person leaves. This letter will state when the person join, when the person leave, his pay. My former colleague once blacklisted this candidate. He told all his kaki from the different recruit agencies about that guy.
