yup. send resumes and cover letters to the HR dept stated on job advert. or if u know someone working there, even better. jus send directly to the manager.
sometimes openings are not advertised. if you fancy certain employers and you think you have a skillset that can contribute positively to the prospective employer, you should just write in rather than be reactive and look at ads.
however, you need to be specific on what your skillsets are. if there is a job fit, you will most certainly be ahead in the queue.

best is try not to send thru mail, unless applying for extremely high positions.
email would be the best way, it also helps to keep as a reference for future job opportunities....
Aska friend in company to forward it to HR than directly sending it.It would give higher chances.
