Yeah, the above mentioned looks more humanitarian or rather is is of humanitarian... well other examples more on governing would be the International Atomic Energy Agency reporting that Iran had processed nuclear materials in ciolation of its Nuclear Non-proliferation treaty obligations and some other stuff...
Perhaps the UN looks powerless because the US has taken a stand that it could not solely rely on a reactive posture as in the past. hence maybe, in a way, propelled it to take on an offensive stance on the Iraq issue... -
