Firstly, we would need to see the breakdown of how he got the $14000 bill. It sounds too ridiculous to be true. I can understand if its $1400, but $14000 is plain absurb. Did he purchase 12 iphone 32gb 3GS sets without contract?

there's a $32 or $30 cap... easily reach ard like eh, 10-12mb... even after 13gb, 15gb also capped...
However if there's 3rd party companies sending junk mail and charging every junkmail, it could reach up to a big ammount... but 14k is way off...

He use Internet charges. From singapore and outstation
Where is his outstation location? Most of the bill would come from roaming internet charges, and that can be extremely costly.
The usage cap I believe is only restricted within singapore base antennas.

oh yeah... the usage cap is restricted only when u're connected to ur service provider, ie: singtel, starhub, M1... Other countries = their charges...

When I first bought the iphone, I was extremely wary of its ability to stay connected to the internet, even in GSM 900/1800 mode. During that time, there was still no cap, and 12gb data plan is unheard of, which makes me all the more wary.
I then learnt how to disable the always on connection by altering the APN thru the cellular data network option, but its quite a troublesome process when you need to use the internet.
Then when the other 2 telcos entered, the min data plan bundled was 12gb, and believe me, it is alot alot alot. Because if you could still exceed that, your phone is most probably permanently power plugged to the wall. Now I don't mind setting it to permanent 3G connection at the expense of battery life.
The only possible way for the data charges to accumulate so tremendously is the use of the maps app in addition to the location services being switched on. But by doing so, the phone will discharge battery power at an extreme rate, the battery might not catch fire, but it'll be too hot even to hold on. I have personally tested it to that extreme. So drivers, please note the iphone is not a good gps device.
14K !
FUYOH!
roaming data charges

I tell you how singtel charges, which I derived from my own singtel bill. They charge $5.12 per mb (3G mobile local data). So 1GB will throw you back $5120 already.
Impressive isn't it? So that 12gb bundled package is worth an amazing $61440.
