ID this super old game

  Ok.. been thinking about this game that I used to play in the past. I can't remember the title though so I was wondering who else here knows this?
  
  1) The hero is a cat but is james bond like character. Hes blue in color i think
  
  2) He uses a weapon that shoots out a white fist ti whack his enemies. He can also use it to hook onto ledges so he can spin round and round, or punch the ground so he can jump higher
  
  3) Its a 2-D side scrolling platformer like super mario and it plays on the nes/snes/micro genius??
  
  4) You can get weapon upgrades like for example your fist gun can shoot out bullets or it changes to a morning star
  
  5) Your enemies are other animals like dogs, rats etc
  
  6) The 1st stage boss is a doggie jazz band, 3rd stage boss is a giant eagle who throws boulders at you
  
  Thats all I can remember... someone help me relive my past lei

  i thought it was felix the cat. hehe.
  remembered playing this game and felix attacks the same way as this cat does.
