No problem at Cashew. It is because of high boarding/alighting activity at Clementi station. To have DDs, 184 should be modified to terminate at Clementi Interchange, with plying clementi Ave 5 both directions.

i dont think clementi station high boarding is an issue. During peak hours its the same with 154 - morning and evening (which duplicates all the way till ngee ann),183 also has high boarding during the morning peak at the same bus stop.
154 and 183 uses DDs too .. have to wait means have to wait lor for boarding and alighting. And everytime 154 or 52 tags along, 184 crowd is split among the other 2 svc and vice versa. Whichever comes first...
In summary:
Morning:
184 - Average alighting , High boarding
52, 154 - High boarding & alighting
Evening:
184 - High Alighting , High Boarding* - dependant if 52 or 154 comes along..
this is my observation as i take these buses daily

964 is 100% WAB.
184 is the last service to use the oldest bendy bus as there are 10 of them. After the first batch retires (4 of them), TIB1150B, TIB1164L, TIB1171R and TIB1174H will move to service 184.

184 is the last proper SMRT service to be WAB. SBST only 262 is the last proper SBST service to be WAB.
184 going WAB will change its fleet in a big way. Are DDs going to come to 184?

As more O405Gs are closer to retirement, I suppose a small numbers of DDs will be deployed in 184 soon.
After many OGs lay up even after extension, how many are left to use? Around 100?
