Your suggestion of diverting 128 to CTE instead of doing Thomson Rd is fine, just that like what array88 mentioned, the extenstion to Bukit Merah seems pretty unnecessary since there's already 121 & 195 between Tiong Bahru MRT and Telok Blangah Way, 272 from Bukit Merah to Telok Blangah Way. Besides, there are already an abundant of services from Tiong Bahru to Chinatown (33, 63 & 851), none of these connections which are utilized heavily and in need of a new service.

Which is precisely why I recommend merging these services. 121's loading is definetely worthy of DD but cannot have DD due to route constraints. As for 122, the loading is below average for a short trunk and seeing buses with literally 0 pax on board is not uncommon on this service, therefore I feel 122 is pretty underutilized aside from the fact that it is mainly used by school students during AM peak...
