Speaking of the new Shenton Way Terminal opening, I feel that 400 be merged with 402 as the two services mostly duplicate each other.
The new route would be the normal 400/402 route up to Marina Gardens Drive. After looping, it would turn right after exiting MG Dr and continue down towards Marina South Pier, before looping again and returning directly to Shenton Way.
This will also most likely bring links to Marina South Pier Station as passengers from MG Dr (Gardens by the Bay, Marina Barrage) will be connected to MSP Stn first before looping back to Downtown.

In a nod to this, it considers demand, and the journey time taken for commuters. 161 and 168 serves Woodlands Ave 2 (to serve the future junior college that is completed in 2005). 969 serves Tampines Ave 7/Ave 9/Ave 10, but could have served Ave 5 to overcome more resident demand ratio. The 3-town restriction began in 2001 with service 168. Service 67 is not under 3-town restriction.

3-town rule was a dumb regulation that only served to entrench SBS monopoly after the 1999 swaps.

That's long outdated. Consider 106 (plus its extension from MRC to Shenton), or even 117. Plus numerous other services, old or new.

103 was only extended to Yishun after the barriers were opened up with Yishun Avenue 8 and Seletar Aerospace Park development.

103 was originally planned to be Yishun -> Serangoon on the day when NEL opened, cutting away the New Bridge Road section that would otherwise be duplicated by 147.
106 is oldest route so far, from Bukit Batok to Serangoon, and takes forever to achieve. When it cut back to Marina Centre and brought forward by extending to MBS, average bus drivers time is about 70 minutes.
Only 27 (Sengkang - Hougang), 80 (Sengkang - Kovan excluding Buangkok), 107 (Hougang - Potong Pasir), 133 (Serangoon - Boon Keng) and 147 (Hougang - Outram Park excluding Dhoby Ghaut and Kovan) can run parallel to the NEL, because the load does not drop like crazy.
