But why only one direction? Is it for those workers along woodlands road to reach kranji?

Those bus stops along that sector [where 178 will bypass in the future] usually empty or no one boarding/alighting and mostly passengers alight at Kranji MRT Stn after Friday prayers from my experience duiring off-peak. As for peak hours, I'm unsure.
Another thing is 178 could simply skip entirely that sector and serve bus stops on both diections along Woodlands Avenue 3 and Woodlands Centre Road ...

Service 160 is going to be amended in the same manner as well...seems like they are reflecting this officially after few years of using this route.

Actually 160 / 170 should just stay. I think 178's diversion is to beat the jam and provide connectivity. There are a lot of people transferring at checkpoint in Woodlands as well.

SBST really quick to stamp their authority. Reminds me of the time they took over SKG route group and immediately started deploying DD fleets.

It has nothing to do with their authority. It is only 4 days away, and you have to notify the public in advance at least a few days. plus the no of trips is not done by them but the "owner" ... so as the press release
