Maybe for a start 167 & 980 should add 2 more buses?

Then how about 190 and 972 during peak if those buses go to 167 and 980? And I assume you will want the current 16-17 min PM peak frequency for 980 just because you think "bigger is better"?

So far AMDEP and LYDEP got 35 A95s and 9 E500s so total 45 DDs.
My preferences will be
S61:2 A95s
S67:7 A95s
S167:2 A95s
S851:7 A95s
S854:7 A95s and 2 E500s
S857:4 E500s and 2 A95s
S969:8 A95s and 2 E500s.
S980:2 A95s
S985:2 A95s
So still 6 spare A95s and 1 spare E500s.Amdep 2 spare A95s and 1 E500.
Lydep 4 spare A95s.

Sembawang Road/Canberra Road/Sembawang Avenue and Thomson Road/Moulmein Road/Newton Road junctions. neither 167 nor 980 has good frequency. 980 had been spammed with OCs while 167 had majority A22s. at a point of time, 980 had split bendies drawn from AMDEP (SMRT).
The part which has high loading is frm Thomson to Novena in the morning. After that back to normal. Perhaps downroutes would do the trick

True but you also need to note both 167 and 980 don't have great frequency. Their frequency is between 10-15 mins. Moreover if you observe along Sembawang Rd and Upper Thomson until you hit AMK side, there is only 167, 169, 980. There is no real luxury of many services.
Most pax who board along Sembawang Rd start alighting only around Thomson CC, Thomson Road and Novena. This part usually finds packed buses in AM. Hence, would be good to start with 2 DDs but need to time them appropriately.

they should have just improve the frequency for both 167/980... or add 2-3 bendies each... frankly speaking, both svcs does not need DDs.167 duplicate 162 all the way from upper thomson to Shenton way... 980 also got 166 follow all the way to Middle road....
