Stupid taxi left engine running for a long time!

Got a yellow colour City Cab taxi who was at the foot of my block for this whole week. Everynite 9 plus he will come, stop in front of the rubbich centre and leave the engine running for the next half to one hour, while he does nothing!!
Not to mention the noisy engine running, the emission from the exhuast is choking ppl staying at the lower floors. I didn't notice it until the i walked past and felt the carbon choking.
Last night I saw him come again and I saw a female passenger auntie got down, joke with him, wack him playfully with a newspaper and the auntie left. Then the farker taxi driver idle there with the engine running again for another 45 minutes while he reads newspaper! Why can't he off his engine and stop choking us?
I know he will come back again. Where can I complain to, using email? Thanks. -

Actually I went to tell the taxi driver off last night when I saw him again.
I told him that I know he has been waiting for the past few nights and I ask him why.
I say his engine is causing pollution and I ask him why he let his engine idle there.
I ask him why got carpark & loading unloading bay, he dun stop there and wait at the rubbish centre directed below other ppl's house window.
He cannot answer any of the 'why' I ask him. He was stunned. He then drove off VERY SLOWLY, like reluctant to leave that spot.
Wats is wrong with this guy??
I nv see him tonite. The air is so fresh tonite......without diesel exhuast carbon
