i would have to say maxonline
i was using pacific BB 512 just b4, BB quality has dropped since I first got it about 3 years ago, customer service is real bad, they can nvr keep their words, i called in 3 times and always get empty promises.They tell u one thing and do another.
Now on maxonline 3k, for the same subscription price as that lousy 512k, i get much much better BB quality.Their main drawback previously was that the upload speed is lower at 128 Kb/s but for maxonline 3k ( not 1.5k) it has now being changed to 256 Kb (same standard as ADSL BB (Singtel and Pacific)).
Downloading is much much faster too although you will nvr get close to the full 3Kb speed but it definity much much faster than what 512k dedicated can offer.
Another thing about the new 1.5k ADSL package by singtel is that they have implemented this new P Cube technology to limit file sharing bandwidth( peer to peer).You can see all sorts of complain on this about 1-2 months ago on hardwarezone forum on how it really slow their download speed for P2P to a crawl.Some even commented that the speed for 1.5k is in reality only about as fast as their 512k in actual situation.
Not that i m promoting starhub but even their free gift promotion now is better.
Just saw some info about their latest promotion at the Comex show that with each sign up, u will get a limited edition Crystal X box and 2 free games ( halo and another) -

My opinion Singnet 1500 can't even host an ftp properly.

In the end I've a contract with damn Singnet for a lousy service.
My advice stick to 512 or switch to mol. -
