  update:

  I had called up NEA regarding the noise of that unit, but they cant help.

  NEA - They only deal with commercial noise(construction), residential noise(house owner) falls under HDB purview

  AVA - Pets noise

  so in the end still comes back to HDB, I will continue to call them until they do something.
