They were reminded just before the exams.
They know when they reach the school on exam day, no handphones.
When they sit at their places, they are told no hand phones, one last time. Please check, no hand phone.
He did not make a minor mistake, he made a serious mistake. They would like to give him a benefit of a doubt, but ... it is a serious mistake, and they must be fair to all the rest who abided by the rules, and to those who were caught before and were penalised.
There are young impressionable people about, and they see.
That and what I find deplorable is the author's choice of noun - "terrorist". It is clearly misused and exploited to gain him pseudo-moralistic high ground (yes, I made this up); by sensationalizing the problem, people bypass the issue.
I'm glad the authorities did not buy into this tactic - a cheap and underhanded ploy to paint himself with victimhood.

I don't know about this, Darkness_hacker...
What about those who invested themselves in studying for the exams, and played by the rules? If a second chance is given to him, does it mean someone else will be deprived of his seat?
but the series of events have taught us that the distinctive academic results at the top had led to the problem of over theorizing ground truths

Life is unfair. You make a mistake, no matter small insignificant it is, you just have to accept the consequences.
it is like crossing the road. The green light is on, and you did not bother to check and ensure that all cars have stopped. It is a rather innocent mistake to not watch out for oncoming traffic, to assume that everyone will observe traffic rules.
It will be just sad and unfortunate if you get run down by a driver trying to beat the redlight. Sometimes, even a small mistake can lead to disasterous consequences.
PAP past and present policies ruined the education system in spore. total failure.
