I had a friend who was faced with the same … and the twon council handled itYour friend is lucky. In my encounters, Town Council pushed it to police, police pushed it to HDB and Town Council.

My neighbour living above lets the kids play with noisy toys and drag furniture around at midnight.
My solution is to wake up at 4AM and poke the ceiling with bamboo poles.

LOL, very funny, reminds me of a friend of mine who have an indon maid. When the upstair neighbour make noise until 1 or 2 am, my friend would ask his indon maid to take bamboo pole to knock the ceiling periodically every 30 min from 7am to 10am and then knock again from 3pm to 5pm to prevent the kids upstairs from getting afternoon sleep.My friend basically wants to make his upstair neighbour kids sleep pattern same with his.

I once had noisy and inconsiderate neighbours too...yes the kids played basketball at home ! I talked to the owners nicely but they dun comply....then I called the police for help, it didn't work too....in the end I had to move out....

I feel sorry for the one who bought your flat.
As I said before, it is better to let other have a taste of their own medicine, if he play music loud, buy a powerful amplifer with full concert speaker, blast them off, if next door play basketball, you volleyball or soccer to make more noise, if next door talk loud and alway quarrel, you can also talk louder, open house party all nite,...these are the ways to stop people, police and complain is not going to much.

make police report, police say can not do anything, talk to HDB, HDB say can not do an anything, talk to MP, he say 4give them, they are FT. so Singaporean only can just sit down and listen to the noise many by the FT.

Aiyah...its due to the bad sound proofing lah....no $ to buy bungalow, so have to live with joint walls on top, bottom, left, right neighbours....

Options:
1) Move out - Very high chances you may end up with an even worse upstair neighbour with more kids, or worst ! operating a small factory above. Then waste all $$$ and effort.
2) Play loud music - Your upstair neighbour won't hear but your side neighbour would surely hear. You become a nuisance to somebody else
3) Complain to police or town council - chances are they will play tai chi, and move you from one department to another. What is the likeliness they can take action? Arrest your upstair neighbour? Any proof? Very hard to proof
4) Use pneumatic drill to disturb upstair neighbour - again you make new enemies with your side neighbour, may disturb the baby, etc. Moreover, more holes in your walls.
5) Use bamboo pole - So far best idea. Very conspicious, upstair neighbour won't know you do it intentionally.
6) Buy house - cannot afford
7) Move to highest floor (no upstair neighbour) - Good idea !
8) Buy house in Johor and go to work via causeway - Good idea but get stuck in traffic, got to wake up earlier
9) Kill the upstair neighbour and dump their bodies in Bedok reservoir - Hmm, tempting but very hard to smuggle out bodies for disposal.
So option 5, 7 and 8 unless there are better suggestions.

That's why topfloor housing are so expensive....one thing to note...even if you are on top, if your downstairs neighbours play basketball in their unit, u will also kena too....ok, no more stomping .... but if the below neighbours play loud music or slam doors or have barking dogs, you topfloor also kena too....As I've said many times....soundproofing is very important....something our properties dun have....
