since you did not qualify what makes you lose that 100 though u have the power to prevent it, and u emphasize to spend, and not in any other ways....
with so much unknowns...u just have to spend as little as possible...and cap at a certain amount depending on whether its worth to spend further to recover that loss...
aiyo...that 100, to me, can forget it la...my time is more precious to make more money than to think how to recover it...

there seems to be a consistent loss of money over a year amounting to 1/2 mil ..and u "confirmed" its through pilferage..and the power to prevent it was not utilised perhaps due to overlooking it or gross negligence...
would u consider legal action to recover that loss? well, depends on the complexity of the case....and the legal fees and chances of winning subject to circumstantial evidence and concrete proofs in order to decide the next step forward...
u would still need to qualify further the source of the money, how it was stored, the manner which it was lost....
I think you are trying to ask the question: how much will you spend for a X% chance to prevent losing $100. If X = 50, you should spend $50 but different people have different answers.
But if I was a minister trying to get re-elected, I would spend $500 at every funeral and baby's 1 month party in town. That works out to 1 cent per $100. That's me, most ministers spend less.

it depends on whether its worth pursuing, in a nutshell....too little loss does not justify my time....if its substantial, legal means where possible....but no illegal means or useless means that would only incur more losses...
