Form teacher to Level Head (Dean) to DM to V.Principal.
At each meeting, take a note of the time and date of your talking to them. Make them aware of this.
Your stand should be this: I am reporting a case of bullying to you. I am willing to testify (in writing, if need be) as a victim. Our school reportedly takes a serious stand on bullying. What can you do about it?
Important: Try to have some suggestions ready. Would you prefer him to receive counselling? Would you prefer to be transfered out? Would you prefer HE be transfered out? - Having solutions to offer shows that you've thought about the problem and they should to.

Ok, I am not sure if you found the solution to this already but I just got a nice idea. Why not agitate him further purposely and ask your friend to seceretly video the whole thing?
Just upload it to the YouTube and have the world laugh at him. The joke would be on him then. But yes, do be careful if you don't want to appear in the video yourself for any reason. Don't blame me if the video goes viral :) And indeed, like someone said, for a secondary school girl, your English is top class! Great to see proper English in these forums once in a while.

Do what is above mentioned.. Bullying is a rampant these days, they should be stopped. so let him be gone. =P
