I do think that teachers must maintain some semblance of moral integrity and be good role models.
However things such as extra-marrital affairs may be grey area.
In other words, unless the teacher talk about it openly in class and so on, then, this is something which is at the private sphere of the teacher concerned, and is not interacting or touching the public sphere or has anything to do with the discharge of his / her duties.
I believe maybe you can complain if there is something more concrete which may damage or tarnish the teacher's image or reputation, or interfere with the duties and interactions with students and parents and colleagues.
Aiya, teachers are also human, and human got feeling and all these love and emotion in them, it happens to lawyers in law firm, doctors in hospital, pilots, Ministry of Education building, University among professors, and even old folk homes, as long as they dun bring it to the classroom or work, nobody gives a damn.

Anyway it is not that "common" as you said, i believe. I graduated from primary and secondary school without coming across any.
In term of moral values, toward each individual, each has a different perspectives, in most cases, as long as that value affect their lives and way of living it is consider a moral, otherwise, those not affected will see it as a social norm. In reverse, things that benefit one is also consider as value, and when there is no benefit in it, there is no value. So, we have to be clear about moral issue, as one think and live differently from one another.
Therefore, to TS, since her issue somehow affected her life, she took as no moral values, but to others, it just a normal daily way of life, no moral involved, no issue.
