It's a marketing strategy. Everybody likes to go look out for secret/s in games. And when everyone gets a little bit bored by the game, they release the code for the secret/s to get everyone interested in it again. The code is changed from ver2 to ver3 so those who are really curious about will have to try and find it. And once they find it (someone is sure to find it), word gets around and everyone wants to try it.
Just like RX8. It was hyped up to be a secret car and that generated a lot of interest for ver3. Well it wasn't but it served its purpose.
In ver2, while inputting the code, it didn't matter when you stepped on the brake. The important thing was to step and hold it down when you pressed the view change button. Maybe the code is correct, just that the sequence or timing of certain things are changed. Maybe need to step and hold brake before shifting? I'm not sure if this works so don't blame me.
